British RAF Typhoon Eurofighters in Brunei for short visit

TOP military officials yesterday had a first-hand look at two British Royal Air Forces’ (RAF) Typhoon Eurofighters that are making a stop in Brunei Darussalam following the combat aircraft’s recent participation in military exercises in Japan and the Republic of Korea.
The two jetfighters from RAF’s II (Army Cooperation) Squadron that were parked at the tarmac of at the Royal Brunei Air Force (RBAirF) Base in Kampong Rimba were also deployed with six other Typhoon Eurofighters at the Five Power Defence Arrangements (FPDA) Exercise Bersama Lima last month in Malaysia. Four of the jetfighters later went on to take part in exercises in Japan and Korea.
Pehin Datu Pekerma Jaya Major General Dato Paduka Seri Mohd Tawih bin Abdullah, Commander of the Royal Brunei Armed Forces (RBAF); together with Brigadier General (U) Dato Seri Pahlawan Haji Hamzah bin Haji Sahat, Joint Force Commander of the RBAF, took a closer look at the capabilities of the multi-role combat aircraft which are capable of deployment in the full spectrum of air operations.
Also joining them was David Ian Campbell, the British High Commissioner to Brunei Darussalam.
Wing Commander Roger Elliot from the RAF was on hand to brief the RBAF Commander and other senior military officials on the capabilities of the highly agile combat aircraft, said to be the world’s most advanced swing-role combat aircraft that can provide simultaneous deployable Air-to-Air and Air-to-Surface capabilities.

According to the British High Commissioner, the visit reaffirmed the United Kingdom’s strong and warm relationship with Brunei and the UK’s commitment to the bilateral Treaty of Friendship and Cooperation (1979), as well as demonstrating the importance of its engagement and commitment in ensuring the stability of the Asia-Pacific region, which is one of its important trade partners.
The high commissioner also said the deployment of the Typhoon Eurofighters reflected the UK’s continuing commitment to the FPDA, deepening relationships and conducting exercises with close partners in the region.
Such deployments also provide a tangible demonstration of the UK’s support and commitment to regional stability.
Following the visit here, the two Typhoon Eurofighters will make Singapore their next stop.

Brunei, US embark on five-day CARAT drill

AROUND 700 marines and navy personnel from the United States are joining Royal Brunei Armed Forces (RBAF) personnel in the 22nd Cooperation Afloat Readiness and Training (CARAT) Exercise, which commenced yesterday at the Training Centre of the Royal Brunei Navy in Muara.
CARAT Brunei 2016 will continue until November 18, with five days of shore-based and at-sea training events that are designed to strengthen maritime partnerships and enhance military cooperation between the United States and the RBAF.
Commenting on the military ties between both countries, Rear Admiral Don Gabrielson, the Commander of Task Force 73, said, “The United States deeply values its relationship with Brunei, centred on a defence partnership that underpins our shared commitment to the peace and security of the Indo-Asia-Pacific region.
“Twenty-two years of CARAT solidified our relationship with the Royal Brunei Armed Forces, building genuine friendships and a strong partnership based on common interests.”
CARAT is an adaptable naval exercise; its scenarios are tailored with inputs from the United States and partner nations to meet shared maritime security priorities, such as counter-piracy, counter-smuggling, maritime interception operations and port security.
The exercise series is also a venue to share the latest best practices in search-and-rescue, military law and medicine, amphibious warfare, diving and salvage operations, and humanitarian assistance/disaster response (HA/DR).

In a speech at the launching ceremony of CARAT 2016, Brigadier General (U) Dato Seri Pahlawan Haji Hamzah bin Haji Sahat, the Joint Force Commander of the RBAF, said, “This year marks the 22nd CARAT. It has been instrumental in capacity-building in this region, especially through the sharing of the best practices.”
He added, “We also want to acknowledge other interactions between our armed forces outside of the CARAT Exercise. I would also like to take this opportunity to express my deepest appreciation for the positive participation of the US Navy in the last ADMM-Plus on Maritime Security and Counter Terrorism Exercise last May 2016.”
In a media interview, Rear Admiral Gabrielson gave some details of the drill exercises. “We are doing a lot with the Brunei’s military. There are a number of skills that we worked on, including boarding on sea, keeping security in Brunei’s waters that could be useful for military and enforcement application.”
During the sea phase, ships from Brunei and the United States will conduct deck landing qualifications and formation ship manoeuvers. Mobile diving and salvage personnel will also operate side-by-side, while embarked on the USNS Salvor (T-ARS 52).
On shore, US marines from the 3rd Battalion of the 2nd Marine Regiment will work alongside soldiers from the Royal Brunei Land Forces (RBLF) during a jungle warfare exercise.
Additional community exchanges and skills symposia will occur throughout the exercise to increase professional development of all participating forces.

Darussalam dan Amerika Syarikat (AS), hari ini, telah memulakan Eksesais
Kerjasama Latihan dan Kesediaan Apungan (CARAT) yang kini memasuki tahun ke-22.
Majlis perasmian eksesais yang akan berlangsung sehingga 18
November ini telah diadakan di Dewan Nakhoda, Pusat Latihan Tentera Laut Diraja
Brunei (TLDB), Muara.
Hadir selaku tetamu kehormat majlis ialah Pemerintah Angkatan
Bersama Angkatan Bersenjata Diraja Brunei (ABDB), Brigedier Jeneral (U) Dato
Seri Pahlawan Haji Hamzah bin Haji Sahat dan Komander Pasukan Petugas 73 (Task
Force 73) COMLOGWESPAC, Laksamana Muda Don Gabrielson serta Duta Besar AS ke
Negara Brunei Darussalam, Craig Allen.
Dalam ucapan alu-aluannya, Brigedier Jeneral (U) Dato Seri Pahlawan
Haji Hamzah antara lain menyentuh mengenai peranan penting yang dimainkan oleh
CARAT dalam pembangunan keupayaan di rantau ini terutama melalui perkongsian
amalan terbaik.
Menurut beliau lagi, CARAT telah dapat meningkatkan keupayaan
antara operasi dan seterusnya menjalin hubungan rapat antara kedua-dua angkatan
tentera laut.
Kapten Erwin Lao ketika
memberikan beberapa penjelasan mengenai Kapal USNS Millinocket semasa lawatan
media sempena perasmian CARAT ke-22, kelmarin.
Dalam lima hari eksais itu,
latihan-latihan di laut dan darat akan dilaksanakan yang direka untuk
mengukuhkan kerjasama maritim dan meningkatkan kerjasama antara kedua-dua
tentera laut.
Laksamana Muda Don Gabrielson ketika ditemu bual Media Permata
telah menjelaskan eksesais-eksesais yang akan mereka laksanakan sepanjang acara
berkenaan.
Menurut beliau, beberapa kemahiran akan dilaksanakan termasuk
pergi ke laut bagi memastikan keselamatan laut Brunei yang boleh berguna bagi
tentera dan penerapan penguatkuasaan.
Sementara itu, terdahulu dalam ucapannya, Laksamana Muda Don
Gabrielson berkata, “Amerika Syarikat amat menghargai hubungan bersama Brunei,
menumpukan ke atas perkongsian pertahanan yang memantapkan lagi komitmen
bersama kepada keamanan dan keselamatan di rantau Indo-Asia-Pasifik.
“CARAT yang telah berlangsung selama 22 tahun telah mengukuhkan
hubungan kami dengan angkatan bersenjata Brunei, membangunkan persahabatan
tulen dan perkongsian kukuh berdasarkan kepentingan bersama,” tambahnya lagi.
CARAT merupakan latihan fleksibel dan boleh suai, yang mana
senarionya direka khusus dengan input daripada AS dan negara-negara rakan
kongsi bagi memenuhi keutamaan keselamatan maritim bersama, seperti menentang
lanun, menentang penyeludupan, operasi-operasi pemintasan maritim dan
keselamatan pelabuhan.
Siri latihan CARAT juga merupakan tempat bagi berkongsi
amalan-amalan terbaik terkini dalam mencari dan menyelamat, undang-undang
tentera dan perubatan, peperangan amfibia, operasi-operasi menyelam dan
penyelamatan, dan bantuan kemanusiaan/tindak balas bencana.
Timbalan Komodor Destroyer Squadron 7, Kapten Lex Walker, pula
menjelaskan bahawa latihan-latihan yang sangat pelbagai telah dirancang bagi
tahun ini, yang termasuk latihan dan operasi-operasi di pelbagai kawasan perang
tentera laut.
“Ini adalah tahun ke-22 tentera laut kita telah berlatih
bersama-sama dalam CARAT, dan setiap tahun kita telah meningkatkan kerumitan
dalam usaha untuk mengukuhkan ‘interoperability’ antara kedua-dua pasukan
tentera.”
Dalam fasa laut, kapal-kapal laut dari Brunei dan AS akan
menjalankan kelayakan pendaratan dek dan latihan pembentukan formasi kapal.
Kakitangan penyelam dan penyelamatan bergerak juga akan
beroperasi bersama-sama ketika menaiki kapal penyelamatan USNS Salvor (T-ARS 52).
Sementara itu, di darat, angkatan tentera laut AS dari Batalion
ke-3, Rejimen Marin ke-2 akan bekerjasama dengan angkatan Tentera Darat Diraja
Brunei (TDDB) semasa latihan peperangan hutan.
Pertukaran komuniti dan kemahiran simposium tambahan juga akan
diadakan sepanjang latihan bagi meningkatkan perkembangan profesional semua
angkatan tentera yang mengambil bahagian.
Angkatan tentera AS yang menyertai CARAT Brunei termasuk
kakitangan yang ditugaskan bagi USS McCampbell (DDG 85), USNS Millinocket
(T-EPF 3), USNS Salvor, sebuah pesawat peronda maritim P-8A Poseidon,
kakitangan dari Komander, Task Force (CTF) 73 dan Destroyer Squadron (DESRON)
7, Fleet Band ke-7 Amerika AS, Orient Express, dan angkatan tentera laut AS
dari Batalion ke-3, Rejimen Marin ke-2.
Kakitangan CTF 73 dan DESRON 7 mengendalikan perancangan lanjut,
menguruskan sumber-sumber dan secara langsung menyokong pelaksanaan latihan
maritim seperti siri CARAT dua hala, Naval Engagement Activity (NEA) dengan
Vietnam, dan Kerjasama dan Latihan pelbagai hala Asia Tenggara (SEACAT) dengan
Brunei, Indonesia, Malaysia, Filipina, Singapura dan Thailand.
Dalam tahun ke-22, CARAT merupakan satu siri latihan dua hala
antara Tentera Laut AS, Kor Marin AS dan angkatan tentera dari sembilan buah
negara rakan kongsi di Asia Selatan dan Asia Tenggara, termasuk Bangladesh,
Brunei, Kemboja, Indonesia, Malaysia, Filipina, Singapura, Thailand dan
Timor-Leste.
